Ouch that had to hurt. RIP to the surfer.
In regards to him not letting go, they are attached with a harness. The "handles" only serve as a means to try and control the kite. Letting go wouldn't of really changed anything in those conditions as you're at the mercy of the excessive wind.
There are some harnesses that have quick release emergency mechanisms. I'm guessing either that guy didn't have one of those types of harnesses or wasn't able to reach the release due to being flung around so badly.
Here is a great shot of the harness and a kite surfer to help give you an idea....
